While Maslow’s hierarchy of needs was originally designed for the individual, it applies appropriately to both organizations and society. Until the basic needs of the group are met from a physical / survival perspective, safety and comfort do not play am important role in the motivation or needs of the group.

Physiological / Survival
Breathing, food, water, sex, sleep, homeostasis, excretion, fight, and fright comprise the basic survival needs. They allow the physiological individual to be alive. Until these needs are met, other needs are irrelevant.
Safety / Comfort
Security of body, employment, resources, morality, family, health, and property summarize the needs of safety and comfort.
Psychological / Loving / Belonging
Friendship, family, and sexual intimacy are the behavior motivation of the third stage. Being connected to others at a social level.
Self Esteem
Self-esteem consists of confidence, achievement, respect of others, and respect by others. It is a higher order of intellectual achievement.
Self Actualization
Self Actualization is the focus on morality, creativity, spontaneity, problem solving, lack of prejudice, and acceptance of facts. It is a higher order of intellectual growth beyond the individual.
